Hash rate is quoted in large units such as terahashes or exahashes per second, and it is the standard shorthand for how expensive it would be to overpower a proof-of-work chain. It is not directly observable, because nobody counts the machines: it is inferred from the current difficulty and how quickly blocks were actually found, which makes short-window estimates noisy. Hash rate responds to the economics of mining with a lag, since machines take time to deploy or shut down, and difficulty then adjusts to whatever capacity remains.
