Formal on-chain governance rarely covers the things that matter most. A foundation typically holds the treasury, the trademark, the primary domain, the main front end, and often the keys, and it funds the developers through grants. The reference client's release schedule, the roadmap, and the response to an incident are set on developer calls, in forums, and in private conversations, and the on-chain vote where one exists ratifies a decision already reached. Because a foundation is a legal entity in a specific jurisdiction, that discretion is also a point where outside pressure can be applied. None of this is inherently improper, but it means the governance actually in force is the informal one, and it is documented unevenly.

Read the foundation's own disclosures: treasury addresses and holdings, grant reports, employment of core developers, and whether it holds any protocol keys. Trace where proposals originate and how much changes between first draft and final vote, and check whether votes are binding on-chain or advisory signaling. Note who controls the primary domain, the default front end, and the documentation, since those determine what most users can reach.

The response to the 2016 DAO exploit was decided through public discussion among developers, miners, and exchanges rather than by any on-chain vote, and exchange listing choices determined which resulting chain carried the original name.

Check whether the foundation holds keys or treasury, whether votes are binding or advisory, how many independent development teams exist, where the entity is incorporated, and whether decisions and their rationale are published.
